I've noticed I stammer much less with people who are friendly, nice, understanding, safe and patient. They are less threatening and our defence system (stammering) doesn't have to be activated much perhaps!
On the other hand, if another person is rude, selfish, aggressive, unfair, threatening or cruel, we might stammer more. That creates an unsafe environment and our sub-conscious mind knows how to deal with it as a habit!
So, the solution perhaps would be to disassociate our speech pattern from the other person, instead we put the focus on ourselves, our self-confidence, self-esteem and our own thoughts/feelings/imagination/stories rather than mind-reading all the time other people's thoughts and feelings.
So clearly, self-confidence and positive thinking about ourselves (respecting ourselves as we are) can have great positive impact in these situations.
Therefore, Feeling Safe greatly reduces stammering I think.
